Kay was born to the late Patrick and Audrey (nee Dyhouse) Korando on January 25, 1943 in St. Louis, MO. Kay was married to James Surman on February 23, 1974 at St. Mary Catholic Church, Chester, Illinois, who survives. She was a retired Lieutenant at the Menard Correctional Center, Chester, Illinois. Kay was a member of St. Mary Catholic Church, Chester Illinois and the V.F.W.
