He was born to the late Leo C. and Mabel (nee Postman) Bert on September 15, 1960 in Chester, Illinois.

Norbert had been a mail carrier for the United States Postal Service for over 5 years.

He was a 3 ^rd Degree Knight at the Knights of Columbus #3790 in Chester.
